Question regarding Windown ME Deal.

Is there any difference between the Special Upgrade Edition of Windows ME and the regular upgrade edition? I went to http://shop.microsoft.com/product/windows/winme.htm and if you notice there are 3 different versions. One is the special upgrade for $59.95, the regular upgrade for $109, and the full upgrade for $209. Any feedback would help. I went to buy.com and figured it out...the special upgrade is specifically for win98 and win98SE users. The regular upgrade is for win 95 users.
