Putting a rules page or something

I think with a lot of new users who come in and really don't know how to post requests and such in the deals forum except by experience, there should be a page initially to tell them what the rules for posting are. I remember Apex posting some rules a few weeks back, that could be used if thats possible.

If a tree falls in a forest, does it make any sound? If there's a rules page, and no-one reads it, are they still rules?
Does Apex still even work here? I guess he's still on the honeymoon tip, but I've only seen Leon post in the last week or so.
It'd be nice to see some rules, but I think for the time being we're gonna be on our own, *politely* askin' new folks to abide by rules...yeah, doin' that four times a day.

I think also part of the problem might be that ppl don't know the other pages are in existance. Nor do they think attention can be drawn from other places.
I think one of the ways to help this problem is to have more ppl monitoring the pages.

My idea is that before (or when) you register, it is a requirement that you read a quick list of rules (the one Apex posted awhile back is good) along with no referrals in the deals, etc. If you don't read that, you can't register and if you can't register, you can't post. Make sense?
